
The Kingdom of Bhutan is a landlocked country in South Asia, located in the eastern Himalayas. Surrounded by some of the highest mountains in the world, it has become famous around the world for its philosophy of Gross National Happiness (please do not mix with World Happiness Report).
It’s economy is based on hydropower, agriculture, tourism, and forestry. It is a Tier 3 Establishing Country (score range 55-85) at ITU Global Cybersecurity Index 2024 and improved its position from 2020 when it scored 18.34.

As part of its ongoing partnership with the Royal Government of Bhutan (RGoB), the World Bank has been supporting the country in advancing digital transformation, with cybersecurity identified as a key strategic focus. Through the “Accelerating Transport and Trade Connectivity in Eastern South Asia” (ACCESS) project, complemented by targeted Technical Assistance (TA), and with the support of the Cybersecurity Multi-Donor Trust Fund, the World Bank has engaged NRD Cyber Security since 2016 to assist the RGoB in establishing the institutions, frameworks, and capabilities needed to strengthen Bhutan’s cyber resilience and enable secure digital transformation.
The establishment of the BtCIRT was necessary to help protect the nation’s critical information infrastructures, assist in drafting the country’s overall plan for cybersecurity-related issues and serve as a focal point for further developing and implementing a national culture of cybersecurity.
We have assisted in setting up a fully operational BtCIRT was set up within the Department of IT & Telecom in the Ministry of Information and Communications to coordinate information flow, respond to and manage cyber threats, and enhance cybersecurity in the country. The BtCIRT serves as a trusted, central coordination point of contact for cybersecurity, aiming to identify, defend against, respond to, and manage cyber threats.
