Rwanda: Oxford CMM assessment
Challenge
Rwanda is one of Africa’s fastest developing countries. The country’s government is focusing heavily on digitisation and economic development. However, digitisation goes hand in hand with cybersecurity. In order to increase a country’s cybersecurity maturity, one of the first steps is to understand the current situation.
Solution
In collaboration with the UK and the University of Oxford, the NRD Cyber Security Expert Group has produced a report assessing the maturity of a country’s cyber security capabilities using the Cyber Security Maturity Assessment Model (Oxford CMM).
The model is unique in that it assesses a country’s entire cyber ecosystem through five key interrelated dimensions:
- Cybersecurity policy and strategy
- Cybersecurity culture and knowledge in society
- Cybersecurity knowledge and capacity building
- Legal and regulatory framework
- Standards and technologies
The project assessed Rwanda’s cybersecurity maturity and identified potential risks. It also made specific recommendations that identified practical actions to enhance the maturity of the country’s cyber security capabilities, and prioritised investments and future capacity building based on the country’s specific needs.
