Interview: National CSIRT in a small country - the Kingdom of Bhutan

The Kingdom of Bhutan is a landlocked country in South Asia, located in the eastern Himalayas. Surrounded by some of the highest mountains in the world, it has become famous around the world for its philosophy of Gross National Happiness (please do not mix with World Happiness Report). The country has increased its cyber resilience by developing a National Cyber Security Strategy and establishing a Bhutan Computer Incident Response Team . We invited BtCIRT to share their story and offer advice to other countries that might be inspired to set up such a team.

1. How was the need for the national CIRT recognised?

The International Telecommunication Union conducted the CIRT Readiness assessment in 2013 for Bhutan, being among 5 other beneficiary countries from South Asia. In the assessment on readiness for establishing a National CIRT in Bhutan, key gaps were identified such as absence of a proper organization or mechanism dealing with detection, tracking and mitigation of cyber-attacks and cybercrime at the governmental level, among other gaps. Further, a World Bank-supported Cybersecurity Capability Maturity Assessment conducted in 2015 highlighted the critical need for a dedicated cybersecurity body in Bhutan. These findings underscored the urgency of establishing a national cybersecurity entity. In response, the Bhutan Computer Incident Response Team (BtCIRT) was founded in 2016 with continued financial backing from the World Bank and technical assistance from NRD Cyber Security.
